He was born on September 16, 1983 in Baku.
In 2004 he received a bachelor’s degree at the faculty of International Law of Baku State University;
In 2006 he graduated from the same faculty with a master’s degree.
In 2010 he defended his thesis.
He is PhD in Law.

Since 2011, he has worked as a senior lecturer at the “Economic Law” department of 91è of Economics.
He is currently an associate professor at the department of Economic Law of 91è.
He is the author of 15 articles and 1 monograph.
He is married.
